Kenneth Eugene Rioland, Jr., a native of Tampa, Florida, is the eldest son of the late Kenneth Eugene Rioland, Sr., and Johnnie Mae Rioland. He began his academic journey at Florida Agricultural & Mechanical University in Tallahassee, where he studied Business Administration. He later earned both a Master of Divinity and an Executive MBA from Virginia Union University. Currently, he is pursuing his Doctor of Ministry from Drew University in Madison, New Jersey.

In 2006, Pastor Rioland responded to the call to ministry, receiving his license and ordination from Pastor Fredrick Amos Davis at First Calvary Baptist Church in Durham, North Carolina. Over the years, he has served as the pastor of historic Macedonia Baptist Church in Heathsville, Virginia, for seven years, followed by Union Branch Baptist Church in Chesterfield, Virginia for five years. He currently serves as the peacock proud pastor of Paramount Baptist Church in Washington, D.C.

Pastor Rioland is recognized as a visionary leader, skilled teacher, and dynamic preacher of the Gospel. He is a highly sought-after revivalist, workshop presenter, and church leadership trainer, known for his exceptional ability to interpret scripture and make it applicable for everyday life. His ministry has reached a broad audience across ages and socio-economic backgrounds.

In addition to his pastoral responsibilities, Pastor Rioland holds several leadership positions. He is Chairman of the Board for the Highlands Community Development Corporation, Paramount Baptist Church Credit Union, serves on the Board of Directors for The District of Columbia Baptist Convention, Vice-Chairman for DC Power and Board of Directors for the Baptist Convention of DC and Vicinity.

Pastor Rioland is married to Rev. Dr. Cynthia J. Rioland, his partner in life and ministry. Together, they are parents to their son, Kenneth Eugene Rioland, III, daughter-in-law Daizha Lankford Rioland, and have two granddaughters, Alani Day and Isabella Mae Grace Rioland.
